Forensic & Clinical Psychology Services

Dr. Oneal specializes in forensic psychological evaluations for juvenile justice, criminal, and civil matters; including adjudicative competencies, mental state defenses, juvenile declination/transfer, forced confessions, risk assessments (sexual and non-sexual), and analyses of psychological damages. Dr. Oneal also conducts psychological and threat assessments for various school districts. Dr. Oneal provides consultation and training to a variety of professionals and organizations. Dr. Oneal has been qualified as an expert and testified in numerous Superior Court cases throughout Washington State and Alaska. These legal proceedings have included competency to stand trial, competency to Waive Miranda rights, criminal responsibility and other mental defenses, risk for reoffense, disposition/sentencing, and various civil matters.

Leveraging his broad experience and education, Dr. Oneal conducts thorough, scientifically-based and empirically-supported, consultation and assessment for a myriad of legal purposes. Dr. Oneal offers consultation and assessment to a variety of parties to include attorneys, courts, school districts, and medical facilities.

Dr. Oneal’s consultation and assessment practices are individually-tailored and based on up-to-date practice standards and science. He has specialized training in psychological and neuropsychological assessment and utilizes a wide array of psychological testing. As a court psychologist for Harborview Medical Center, Dr. Oneal is also very familiar with severe psychopathology and regularly provides testimony in matters pertaining to the Involuntary Treatment Act (ITA) process in Washington State. Dr. Oneal is also a Washington State Developmental Disabilities Professional (DDP) and has taught developmental psychology at the collegiate level. Dr. Oneal welcomes referrals to address psychological and psycho-legal questions within the juvenile justice, criminal justice, civil, and public domains.
